During the fall of 1899 General Elwell S. Otis began a three-prong offensive against the Philippine Insurgents north of Manila. Arthur MacArthur's 2nd Division was moving north along the railroad running out of Manila, Henry W. Lawton's 1st Division would moved up the Rio Grande de la Pampagna against San Isidro. The third expedition would be led by, Loyd Wheaton, commander of the 1st Brigade, 2nd Division. Wheaton's brigade was detached and landed at San Fabian on Manila Bay north of the city. Defeating the Insurgents, Wheaton moved inland behind the main Insurgent forces. On November 11 Wheaton encountered another force at the town of San Jacinto. Wheaton routed the force inflicting heavy casualties on the Insurgents at a relatively low cost to himself. From there Wheaton was able to link up with MacArthur's division near the town of Dagupa .

These combined offensives destoryed the Filipinos as an effective fighting force. Wheaton and Theodore Schwan defeated the insuregents in the Cavite province in February, 1900 and the war effectively turned into guerrilla fighting but was far from over.
