The term has become pejorative, commonly applied to messages that, even if it conveys true information, may only mention facts that further its cause and fail to paint a complete picture. However, the term can still apply to any effort to spread facts or allegations even if it does paint a fair and accurate picture.

The primary use of the term is in political contexts and generally refers to efforts sponsored by governments. The intent of the category is for government sponsored and items easily classified as propaganda.
