The Controlled Substances Act of the USA defines Schedule I drugs as having:
- high potential for abuse
- no recognized medical use
However, examples such as flunitrazepam, GHB, and marijuana demonstrate that recreational use is the primary qualifying factor for Schedule I.
Possession of Schedule I drugs is illegal in the USA where they are strictly controlled by the Drug Enforcement Administration.
