Chile elects on national level a head of state - the president - and a legislature. Starting with the 2005 election, the president will be elected for a four year term by the people. The National Congress (Congreso Nacional) has two chambers. The Chamber of Deputies (Cámara de Diputados) has 120 members elected for a four year term in two-seat constituencies. The Senate of the Republic (Senado de la República) (Senate of the Republic) has 48 members, 38 members elected for a eight year term in two-seat constituences with the D'Hondt method, half of the seats renewed every four years and up to 10 appointed members (2 ex-university presidents by a head of state - the president -, 1 ex comptroller general and 2 ex-Supreme Court justices, both by the supreme court and 4 ex-commanders in chief [one per branch] by the National Security Council. Former presidents who filled that position for six uninterrupted years are ex officio life senators. Chile has a two-party system, which means that there are two dominant political parties, coalitions in the case of Chile, with extreme difficulty for anybody to achieve electoral success under the banner of any other party.
