The Emmen Immigrant Affair
The city of Emmen went in the international headlines when it revealed, in the year 2001 their citizenship rules. Like all Swiss cities, Emmen has the right to choose the citizenship criteria, however this involved people having a series of tests plus having people being publicly interviewed about themselves. Finally, they were voted (through a referendum) on whether they should have citizenship. Human rights campaigners said it is was degrading to people and it was racist as the system discriminated against ex-Yugoslavs (who were the most common people trying to get citizenship) from getting citizenship.
