European Security Strategy
The European Security Strategy is the policy document that guides the European Union in international affairs.
The European Security Strategy sets out the strategic interests and main priorities of the EU. It also identifies the main threats, such as terrorism, proliferation of weapons of mass destruction, failed states, and organized crime.
The strategy was published in December 2003. It was developed by Javier Solana, who is in charge of the European Union's Common Foreign and Security Policy.
