Henry Hartley Fowler, 1st Viscount Wolverhampton (1830-1911), was born in Darlington. He moved to Wolverhampton and practiced as a solicitor before entering Parliament as Liberal MP for his adopted town in 1880. He had been both a local councillor and Mayor of the town. He held various posts in government including Secretary to the Treasury, President of the Local Government Board and Secretary of State for India. He was widely thought of as a future Prime minister but his ill health prevented this.
