People's Republic of Haven

The People's Republic of Haven is a fictional star nation in the Honorverse. It was formerly known as the Republic of Haven until the Legislaturists took over and made it socialist.

To support its welfare state, the government spent at a deficit for over 200 years. To sustain its economy, it needed to conquer weaker planets. Eventually, it built up an empire of over a hundred worlds. Unfortunately, this caused imperial overreach: Haven could not support the economies of so many planets without continuous conquest.

Haven and Manticore fought a century-long cold war. When they actually launched an assault on the Star Kingdom, they expected the war to be short. The Royal Navy proved them wrong.

Soon, the Committee of Public Safety took over. They found that they could not actually institute their desired reforms; the economy was too weak, and winning the ongoing war took first priority. After years of struggle, they had not succeeded, and the Committee was disintegrating. The military, led by Thomas Theisman, revolted against the Committee and destroyed it. They re-established the Republic of Haven.

Haven appears to be analogous to the Soviet Union or to France during the Revolution, but David Weber has stated that it is an allegory for the United States. Indeed, the Republic after the downfall of the Committee of Public Safety has a Constitution virtually identical to the American Constitution.
