The Blue Book
On March 7th, 1946 the Federal Communications Commission issued a report on "Public Service Responsibility for Broadcast Licensees", nicknamed The Blue Book, reminding radio and television broadcasters of their commitment to public service. Even though the FCC's only weapon was to revoke broadcast licences, which rarely happened, The Blue Book provoked some change in the networks' programming. Networks like NBC, CBS or ABC began to include more documentaries and political programs in their schedules.
