William D. Hoard

William Dempster Hoard (October 10, 1836November 22, 1918) was the 16th Governor of the U.S. state of Wisconsin from 1889 to 1891. He was a member of the Republican Party.

Under his administration came the first public school system. He approved a plan for a public school system that required every child over the age of five to attend school sixty days a year. The plan met with dissatisfaction from both parents and teachers alike. The plan stipulated that all classes, public and private were to be taught in English; before this, the private schools were teaching in German, French and Polish. The move also saw four socialists from the Milwaukee area elected to the state legislature to overturn the bill.
