You're Under Arrest

You're Under Arrest (original title (Japanese): 逮捕しちゃうぞ; taiho shi chau zo) is a manga by Kosuke Fujishima, well known for his Oh My Goddess! series.

The story involves two young women in the Tokyo Police Department, and their various adventures. An OVA, television series, and movie was produced, along with a TV special taking place in Los Angeles where minor characters were several mirrors of the gang back in Japan, as Miyuki and Natsumi casually note. In the very short lived live action television series, Mariah Carey was appointed as a theme song. Bob Sapp and Ian Thorpe appeared as guest performers. The English manga is published by Dark Horse Comics.

One famous though minor character is Aoi, a beautiful co-worker of the girls. 'She' is actually a man who discovered a love of crossdressing after working various disguised undercover cases, as well as sterotypically 'feminine' interests. His insistence of having a "heart of a woman's" tends to have everyone treat him as one. His actual sex is mentioned from time to time, perhaps because it would be extremely difficult for casual viewers to note it otherwise.
